If that's the final sprite sheet, there is a lot of room you can gain to reduce the file size. It's not changing much, until you have a lot of non optimized fighters and the game takes ages to initiate.
And it's been a while since I reviewed fighters. For example, you could simplify the Stand with a simple 14, 15 instead of 14, 15, 15, 15, 15, 15...
