This is probably a way to hide his Angel reveal or maybe blue isn't the only skin tone they take, like not all humans are the same either, or maybe Angels in training are purple?

Maybe his skin turns blue and his hair turns white when he's at full power, with the ring around his neck and wearing his Angel garb, so maybe it's his mortal disguise. So keep the current one purple skin with blue hair and make one in his Angel clothes and ring with blue skin and white hair?
