I really have an upcoming manga and ganime which I called Stickman Universe and honestly I already have a lot of ideas but I don't know how to make a Dragon Ball Devolution + Baston + Stickman with a Your Only Move Is Hustle level of animation and honestly I just need your advice on how to make something like Dragon Ball Devolution but my own style

The secret is to start simple.
Choose an easy engine to make a game.
If you don't know how to code, you can try codeless engines like GDevelop, Game maker or Construct. Try them all. Discover which one is made for you.
Then start simple. Follow the tutorials. Modify the examples. Make a brick breaking game, for starters. Or a Flappy bird. Then move on to more complicated games.
Because you will fail if you start by making a fighting game. Specially when it will come to programming the AI.
So start simple.

And if you really want to make a fighting game, don't start with the title and menus. Start with the actual game !
Alright then. Thanks for the advice. Can I also learn Pico-8 to make my first platformer fighting game because I jump straight to a fighting game because I know I am very good at making Baston characters but don't know how to actually code the style of it in my own way

Honestly, I would start with Construct 2, if I were you. It's free and easy to understand. No need to code, and there are a lot of examples on the internet.
